reserve fund; and providing for an effective date" and CS FOR

general fund at the end of fiscal year 2003 into the constitutional                                 
budget reserve fund; making an appropriation for investment

appropriations to the Department of Education and Early Development                                 
for K-12 educational programs; making appropriations to the

amount necessary to balance revenue and general fund appropriations
